Keep in mind that since the Frozen flames require you to progress the story, this guide may contain minor spoilers. Frozen Flame Locations

1st location: River Pass Bridge
As you progress the story, you will meet Brok, the dwarf, on your way to the River Pass Bridge. His steed is not rising because it is afraid of something by the trees. Atreus eases the steed and helps Brok cross the Bridge. Brok then introduces himself as one of the dwarves that made the Leviathan Axe. Brok offers Kratos a free upgrade on his Leviathan Axe after opening his shop. You can now upgrade and craft Armor using Brok’s shop. The event gives you a Frozen Flame and lets you upgrade your Leviathan Axe automatically. Upgrading the Leviathan Axe to Level 2 increases its strength by 25 and allows you to purchase new skills.
2nd location: Path to the Mountain
As you progress the story, you will receive a quest named ‘Path to the Mountain.’ This quest is a story quest, and you will need to ascend the mountain to finish the Quest. You have to kill multiple enemies, and you will meet Sindri, another dwarf that can help upgrade your Leviathan Axe. At the top of the mountain, you will notice a large area with a door at the end. Upon reaching for the door, you will be interrupted by an Ogre and several Reavers. After defeating the Ogre, it will drop a Symbol of Truth enchantment, five soft Svartalfheim, and the second Frozen Flame needed to upgrade your Leviathan Axe.
3rd location: Inside the Mountain
After dispelling the Black Breath, you may now continue and enter the mountain. You will face multiple enemies here and will have to complete several area puzzles to progress. After progressing further in the mountain, you will finally have the chance to free the pulley system and descend. However, a troll stands in your way. After dropping down using the pulley, you will meet Jarn Fotr. Jarn Fotr is a troll that wields the power of ice. You will have to be careful because this troll uses the ice to deal more damage to you. After bringing him to half health, several Draugr will join the fight. Emerge victoriously, and you will get the third Frozen Flame necessary for upgrading your Leviathan Axe.
4th location: The Magic Chisel
Progressing through the quest named The Magic Chisel allows you to open the hidden chambers and fight the Valkyries. At the end of the quest, while heading out, the Chisel, Magni, and Modi stop you. These two are the final bosses for the quest Magic Chisel, and you need to defeat them to progress and finish the quest. Magni and Modi wield both a lightning sword and a lightning mace. The two can be challenging to fight, but just try to ensure that you are not overwhelmed. Always make sure that Atreus is not knocked down, and if he got knocked down, help him up. After defeating the two, you can get hold of the fourth Frozen Flame to upgrade your Leviathan Axe.
5th location: Niflheim
The fifth and final Frozen flame can only be obtained after you finish the story. After finishing the story, Sindri will now sell a Frozen Flame. However, you can only get the Frozen flame after you trade it with an item called ‘Chilling Mist of Niflheim’. First, you need to get to the Niflheim, the realm of fog. Sindri will give you a task, and you have to complete the challenges to access Ivaldi’s workshop. However, tread carefully, as staying in the mist for too long will kill you. Completing the challenges allows you to earn Mist Echoes, which will be necessary later. You will also need to earn at least 5,000 Mist Echoes to get the last Frozen Flame. After earning 5,000 Mist Echoes, go to the center of the Niflheim maze and you will see numerous chests that contain loot. One chest requires 5,000 Mist Echoes. Opening this chest will give you the Chilling Mist of Niflheim. Go back to Sindri and exchange the Chilling Mist of Niflheim for the last Frozen Flame. Once you upgrade your Leviathan Axe to level 6, you will receive the trophy called ‘Worthy’.
Summary
You can get four of the Frozen Flames just by playing through the main story. Upgrading your Leviathan Axe increases its strength and allows you to purchase new skills.
